Here's the deal my friend...You don't have to flirt with people just because they are giving you attention HOWEVER...TALK.TO.EVERYONE. You don't have to get flirty but be friendly and sociable to everyone and it will help.

Flirting should not--is not--limited to just women you want to have sex with, frankly. Lots of people enjoy friends with a little bit of zest, or whatnot. It also can improve interactions in not necessarily purely social contexts--the free drinks of good waitress game is a fine example.

If you actively don't want the attention of someone then I guess it's a different matter. Just go beta with them or something, have a polite boring conversation.
