When a girl is reluctant to give you a chance, how do you go about that?

Could you elaborate on what you mean by, "is reluctant" or "your feelings are out there"?

In what way was she demonstrating her reluctance? How did that event go down?
How did you put your feelings out there? What was her reaction?

Knowing the answers to these questions would help us make better feedback as to what is going on. (And when you do elaborate, also edit it into your Original Post so people don't have to hunt through the thread to see this additional information.)

When you're interested in a girl that is a good friend, and your feelings are out there, how do you go about getting the girl?

Without more information to go on, I'd have to say that the general situation you're describing doesn't usually go well towards getting the girl.

If you were already friendzoned, she knows how you feel, she is "reluctant", and you're mindset is focused on how to "get" the girl..... you're heading down a road that decreases your chances of doing so. If you're focused on "getting the girl", you're trying to perform in a certain way or do "the right thing" or change who you are, for someone else...... this kind of forcing (being a try-hard), does not usually (if ever) lead to good results.

If you want to attract this girl's attention, you stand a better chance of doing so, by stepping back and focusing on yourself for awhile. Truly let go of her and move on. (Note: Doing this with the intent or ultimate goal of getting this particular girl's attention won't work, because then you're falling back into the trap of being a try-hard, which is extremely likely to come out in whatever you do.)
