I wouldn't recommend it. There are so many other ways to meet women. Forget about her unless you have a friend who could introduce you.

In my case I said hi and referred to something funny I knew she would remember from real life. I sort of acted like an old friend rather than timidly coming across as 'that guy' who had been watching her from a distance.

In my case I haven't gone past friendly chat, but it was a reasonably strong open the way I did it.
