You met ONE week ago. Maybe she's busy because she has a busy week planned. Or maybe she doesn't want to hang out with you. It hasn't been long enough to really tell, but i'd tell her to let you know when SHE is free, that way you don't have to waste time trying to work around her schedule. If she wants to see you, she'll make time. Otherwise, she's not worth it.

Maybe she's just not that into you? If a girl wants to meet she will make time to meet.
ex: "lets grab a drink Friday at 8" "oh im busy Friday, how about Sunday at 8"

You can always write this as a last resort "I guess you aren't interested, goodbye"

Usually I will try 2 or 3 times to get together with a girl. Sometimes she is being honest, sometimes she isn't. After the third time I will just say "You seem to have a lot going on right now. Just text me when you are free and want to get together again :)" and leave the ball in her court. Usually if she is still interested she will contact you back and ask you how you are doing. If she doesnt ask you out then you can ask her out again and just repeat the cycle until it becomes clear whether she is really into you or not.
