step 1 : reach out to some people who are not close friends but in town and suggest to go to the party together. someone you get along well with, but you typically don't hang out with. tell them you want to go to the party but your homies are out of town if you have to. this is already a step forward and one out of your comfort zone; perfect!

step 2 : go there, have fun first and foremost and make new acquaintances.

step 3 : okay, you're there, you're in the zone; you're having fun. look around you to see if there are any attractive females. you'll probably spot some girls. now this is the important part : walk up to them. use your feet to do it. left, right, etc… until you are there and then just get their attention and tell them you wanted to come over and meet them cause they looked cool and introduce yourself. easy. now you probably are going to want to chicken out when it comes down to it, but please just do it. you'll feel shitty later if you don't. try to get a number if you gus hit it off.
don't worry if you crash and burn, just try. if you're still in highschool then you have loads of time to become a PUA later; you'll do yourself a favor in the long run if you start getting experience now.

Go to a party? Kids these days still party right? When I was your age big parties in large warehouses with lots of lights and techno music was very popular, go to one of those is probably your best bet.
