You learn one, you get better with the other. Learning social skills will help your life more, so I would go for that.

Women are people, not mythical creatures, so learning how to talk to people is ALWAYS paramount over specific seduction skills and techniques. You can have all thr seduction techniques in the world, but if you dont know how to talk to PEOPLE, it won't help you.

Social skills and seduction are not different things. They are, in fact, the same thing. The only difference between socializing with a dude and "seducing" a woman is your end goal / intention. That's it. If you work on getting better at socializing with anyone, that's the best foundation. If you nail that down and work on your confidence, you'll be on a good path.
