This, basically means they decline and sometimes act embarassed when someone compliments her or give praise when its due. I'm not just talking about beauty, but her abilities, interests and in general personality. Its not just girls who do this too. I'm pretty sure the proper response should be a thanks and not a "No, I'm not [insert compliment/praise]".

Forget about what you think should be proper. People allow emotions to run their decisions all the time so you will ALWAYS see people doing things that aren't proper. But trying to understand why, is a worthy approach, in my opinion.

I know, its not really seduction but its harder to flirt and talk to girls and in general people, not the flirting part, who do this. It kills the mood.

It does not "kill the mood," unless you let it. Couple things to think about.

Your interaction should not and won't hinge on a girl's acceptance of complements anyway.
Complements are just dressing. They're not necessary. One doesn't work? Move on. Nothing should be hinging on her reaction to a complement, anyway.

But anyways I would love to know why they do this and how to evade situations like this.

Knowing why won't help. You need to handle yourself. People are often going to feel embarrassed about complements. But you ought not be spending time going down that route anyway. Complements aren't necessary to build connection. They don't inherently help you set up a date. So if a complement is not taken.....so what? A conversation is better served learning about her or to set up a date, anyway.
