It's harder to go from friends to relationship than to go from acquaintances. Once a girl sees you as a friend you first have to break that perception before you can have anything more than that.

Girls can move on almost immediately. Faster if they were the ones to end the relationship. Not starting something too soon is completely relative to the perceived value of the guys interested in them.
