Just don't give a fuck, do whatever and don't be afraid to look like a fool.

That said, It is not always best to just blurt out whatever.

Hey I really like your style. I bet you spend a lot of time deciding what to wear before you come to the gym huh.

Second sentence is better left unsaid, at least until she reacts to the first one, base the second sentence on her reaction.

What helps me is reminding myself that it is a game/tease/flirt, I try not to be to serious, and when I say something stupid or dumb I will laugh about it so that those things are not taken to serious.

Someone told me something that really stuck to me and helped me a lot to just loosen up around people. Try and remember a time when someone else has done or said something embarrassing. Chances are you cant think of anything. People have pretty short memories when it comes to those kind of interactions and lets face it, we're pretty self centered beings. I could ramble for hours of the painfully awkward shit i've done, but i doubt anyone but me ever remembers them.

The only way you can lose is by not trying. Even if shit fucks up and you make a fool of your self, you can take lessons away from that experience. And its just that - experience. Practice makes close to perfect :)

The only way to change it is to consciously observe your thoughts in situations like these. Right now you are upset with yourself because you didn't say anything to the cute girl in the elevator. That feeling of regret will always trump the initial nerves you have before talking to a girl.

You will never leave a situation and say "wow I wish I didn't talk to her" but more often than not you will say "wow why didn't I say anything".
