Without privacy, this isn't a priority. If you literally can't get naked right there, then there's a cap on what you can do. Think about it.

Yes, it would be obvious to other people. You might ask her if she needs a ride home afterwards, if that applies. However, if she will come under her own power or with a friend, then this won't work, obviously

Nothing. Physical escalation is physical. Not verbal. It's subtle. She should feel it but it shouldn't so obvious or terribly visible to everyone else.

While you shouldn't be against such a thing happening, your attitude throughout this appears to be as if you have to be the sexual one initiating everything. If you take this route, you're putting her in the position of being the one who always puts the brakes on everything.

It's not all on you. If you're handling this well, she will be a partner in making things happening. Not an adversary. She's not someone you should have to trick or push or manuever into sex. She should be facilitating it happening.

If you really want a slam dunk, drop this idea of sex needing to happen at a group gathering. This should be when you build tension.

Save the sex for when you invite her over for movie night alone or something.

This is a no-problem: if you seduced her and teased properly, you and her WILL find a way. It doesn't matter.

Light teases on her leg/arm/hand are acceptable anywhere (done it even with her parents around) and they work like a charm.

So again, focus on teasing, to actually conclude is the easiest step.
