Where?

Literally anywhere. On the street, in a classroom, at lunch, etc. Don't make it your mission to go places just to hit on women. Have an interesting life that provides natural opportunities to meet (and hit on) women.

What to say?

Literally anything, but remember to calibrate. You don't need to be a master of social situations to have a good conversation that leaves somebody wanting more. Make observations, listen to what they say, and find a common connection.

How to close?

Depends. Typically you won't get past a #-close on a daygame cold approach, so I'll focus on that here. After you've established some comfort and rapport, tell her it was great to meet her and that you would like to get her number and meet with her again. Shouldn't take more than a few minutes. The longer you keep her in the conversation, the more likely it is that she'll be stressed out. Keep it short, fun, and honest, going for the number asap.
