If you're going to a state college join a fraternity. Do your research and find the mid to upper tier ones that don't haze the crap out of you. Just to be clear, I'm not in a fraternity (I'm a d1 track athlete) and it's definitely hindered me in terms of meeting women. Approaching won't hurt but if you're a fit good looking guy in a good fraternity, you will meet so many attractive women it will be insane.

2nd tip: Go out as much as you can (without it hurting your academics). You'll see so many people out that you know and it makes life so much easier when you see that girl that's in your science class ordering a drink at the bar/party. It gives you an opener and/or you already know her as an acquaintance. It's so much easier to close when you have a prior connection to them, even when it's small.

Don't be worried about being a kissless unexperienced virgin. Go out to a club or party start dancing with girls and you should get your 1st kiss very quickly. I was a kissless virgin until my first college party, and ended up going all the way my first night. I'm not going to sit here and say she was a dime or that I gamed her like a pro, but she was an average/kinda cute girl. If I can do it so can you, and I literally had no game at that point.

Another side note: talk to people in your classes as much as you can. Just for more friends. The more people you know the better off you are, even if they are guys and just acquaintances or fringe friends. You'll be at a bit of a disadvantage in terms of meeting people because you missed freshman year, but if you're committed you'll do great.
