While I agree with above comment, I will add to it:

Make it personal about HER. Once she is laughing and you have her relaxed, giver her a genuine, heartfelt compliment about something specific; something nice like "you have the most beautiful smile" or ""your eyes are caprivating". Refrain from "you are cute/pretty" - be specific only to her.

Gradually move in closer - if someone bumps you take a full step in to her or if it isn't in a crowded place just take minute steps toward her every few minutes. If she isn't into you at all she will back away. But do it slowly and don't get right in her face, just closer where you can talk lower.

Edited to add: also tell her something personal about yourself - it shows vulnerability. Or, better yet, ask her her most embarrassing moment and tell her yours. Just ideas that work on me. :)
