The only thing you can do if you're interested in her is to say the following:
"I get it and it's fine that you feel that way, but i'm not interested in being just friends. If you want to get together and have fun some time, hit me up :)"
Then you DO NOT text her again.
If she is still interested, she will come back to you (probably within 7 days). If she does, set a date and this time ACTUALLY HAVE SEX. I can read between the lines and see that you aren't escalating enough. She wants to have sex with you, but you're just not taking the charge.
If she was actually interested in you she wouldn't make excuses to why she couldn't be with you, she'd be with you. I think she is interested in you, but you're just acting weak and not leading.

I'd probably write "I just want to hang out, have fun and let whatever happens happen. If you aren't down for that, that's fine."
