That girl looked at me - approach.

That girl asked me for directions - engage.

That cute girl that was in the opposite side of the bar, is now near me - approach.

Pickup is proactive not reactive.

She was interested, but signals like that are situational. If you're in this situation again you'll need to approach her after she makes eye contact the second time. If you wait too long she will lose interest. If she looks down instead she might not look again, but she's probably open to being approached. Just avoid the ones that look up to break eye contact.

I've been on the other end of that. A girl gave me eye contact, and I turn away, then out of curiousity, I looked back again. Note, I was not interested in her.
