Everyone likes eye contact. People like eye contact. Stop thinking of women as objects or some mythical creature, they are just people. Treat them like people, make eye contact when you talk. If you aren’t making eye contact In Your daily life then you are shooting yourself in the foot socially and romantically. Start making eye contact with people when you talk to them, it may be uncomfortable at first but it will improve almost every aspect of your social life.

Looking people in the eye during conversation is a strong social skill, especially for Americans. I don't think it has anything to do particularly with being a female. However, giving someone eye contact shows that you are a) paying attention, b) interested in what they are saying to you, or atleast c) respect their time to speak. Anyone would want that. You don't have to be direct and tensely focused on someone's eyes, that's weird. If eye-contact makes you uncomfortable though, you could always look at the whites of a person's eyes instead. I know that helps some people. Hope this was somewhat helpful!
