Honestly, as someone who is fluent in English as his second language, it all comes down to practice. I found that my fluency improved majorly when I started to actually think in English. Especially in the beginning, try to actively think in English. It will make your speech much more clean and there will be less stammering since you've already thought up the sentence in the right language rather than having to translate it from another.
