Oh, this is a hard one. I would call only the one im interested in. But when she talks about her twin coming too, i would make clear what are my intentions.

Contact the girl you are interested in and ask her to come to the place with you.

If she asks if her sister can come, I would say yes... but it's up to you. The important thing here is that the chick knows WHY you asked HER out (that is, man to woman vibe is established).

If the sister comes too, you can bring a male friend/ wing or a girl friend/ wing. It shows you're social & cool and have a good social circle.

Maybe you won't be able to "close" on the date but if you play it well your value can go through the roof and make things much easier later.

I tell you this based on experience: sometimes it happened to me that the girl showed up with a girlfriend or sister. Since they saw I was ok with it and having fun but I still maintained a M/W vibe with my girl, I had no trouble to "close" later. Actually, the girl later gave me kudos because she knew it was kinda weird situation but I solved it.
