But if she hangs out again, she should be more comfortable with going all the way.

That being said, she knows next time you guys hang, sex is going to happen, and chicks can get cold feet. So even if she says/texts that she wants to see you, it is very common for it to not happen.

If her attraction to you is deeper than alcohol and momentary hormones, hooking up is not going to be a problem. But if this was some random chick, I would be much less certain.

It probably had nothing to do with you, sounds like she is into you but maybe the timing just wasn't right for her for whatever reason. If she didn't want to hookup after your first hangout she may actually be girlfriend material.
