If there is a heavy amount of alcohol involved, be careful. You don't want accusations. If it's just a little then yeah it counts.

Depends on the girl and what kind of kino. If she's just touching your arm, nah. If she's "grabbing" your arm, touching your chest, rubbing her body on yours, yes.
