There's a Facebook group called Spanglish that organizes special parties where people who want to learn other languages gather, specially English. There you can meet up locals with thirst for English as well as foreigners from all over.

These kind of events are carried out all over South America. I recommend you research about these parties and join them.

I know also about Duolingo, which does the same.
