You have to approach to know you're being cockblocked, it sounds like this guy is simply sitting next to a girl you're too afraid to approach. Approach her with him there, it's not gonna hurt and it will show her you DGAF.

Judging from your post you are the cockblocking "friend". Incase you actually run into cockblockers, change your approach from giving attention to only the girl, to giving more attention to her friends so they actually enjoy you being there, hence not cockblocking you.

If he's there I think it would just be weird if you randomly sat down and "hey guys, i'm in this group now too". Best bet would be if she's one day by herself and you ask if the empty seat is taken, then you find a way to start a conversation without it coming off like you only sat there to talk to her... unless you're hot, then go for it.
There's really no cookie-cutter step by step plan anyone here can lay out for you since we aren't there, we don't know how attractive you are, how attractive she is, etc. It's all on you to decide the best course of action.
If you fail... who cares? you don't know her, don't get hung up on someone you never met. Building a fantasy in your head of love only sets you up to be even more emotionally hurt if she crushes that fantasy by showing no interest.
