First things first, i never accept Instagram unless I don't really care for her and i want to get my following up (social proof) b/c i guarantee you that's what she's doing. I do, however, accept snapchats b/c its harder to ignore an I'll know if she's purposely choosing not to reply or hasn't replied b/c she's 'busy'. To answer your question(s) what I do is figure out her purpose. Ask yourself questions like:

Do i want a Fwb with this girl and that's it?
Do i actually want to take her out and get to know her for the purpose of a future relationship?
Am i just trying to f*ck every once in awhile and if she leaves i wouldn't care?

You get the point. Whatever goal you have for her is how you'll treat her.

That being said, you get the number/snapchat right when you think its about to get boring and get out of there. Once you get the digits, you ask yourself the above questions and take it from there. Remember, you don't text about anything other than hanging out besides the basics: Hey. *she replies* what are you up to? *she replies* sounds cool, *insert what you're inviting her to* (because if she knows who you are, before, you guys meet up she has no reason to meet unless she has high interest.
