It might depend by your age, but in general:

do whatever makes you more confident (look/gym? passions/hobbies? anything you like). You need to be happy with your life, you need to fall in love with yourself. It’s up to you. This is referred to the concept of “work on yourself”, and usually it’s the hardest part for many.
go out (again, WHERE you go depends by your tastes (concerts, bars, school, gym...). Anyway, if you’re confident (see previous point), it doesn’t matter where you go, everywhere will be ok.
approach people, learn to deal with rejections and learn from them. at the beginning it’s ok to approach everyone (beauty/ugly, males/females, all adult ages, etc). Then start selecting what you’re looking for (genre, age, look, etc).
be fluent, positive and lead the interaction at every stage (approach, attraction, comfort, sex)

Rinse and repeat.

Easier to say than doing it, but overall this is the summary. There are books/videos where you can find several “methods and theories”, but they all share the same fundamentals.
