Don't apologise. Smile and nod to acknowledge that you know that she knows and leave it at that. If the situation demands you say something, tell her whatever she's wearing suits her.

Looking isn't a crime. Pretending that you weren't looking will make you look creepy.

Never apologize. Never. Instead, say "Yea, I can be an ass (or xyz). Tell ya what, I'll (implying you will make it up by ) (offering to do xyz as if it's to make up for something but really it's a sneaky way to get her on a date.)
