Might need a bit more context. I think generally the rule is, if she says she's busy but doesn't counteroffer a concrete time for another date, you should move o , or just try again once. If she keeps rescheduling but doesn't seem to give a definitive date,then move on. Maximum 3 times, unless you think she's genuinely busy.
