Ask if they want to study sometime and get their number then. Or if you are going to a party or sports game and you think they might also want to go you could consider casually bringing it up and gauging their reaction

You need to find common interests or goals then in a fairly subtle way, seed or plant the idea of a future hangout based on that activity.

Studying, art gallery, video games, vintage clothing stores, specialty restaurant, bike riding ... a campus in a college town or a large city is basically a playground for romance and dating.
