If you think they are giving you nonverbal cues, then just go say hi and by how they react you should be able to tell if they really were or not

I can approach them and speak to them, no problem. I cannot make the next step to go beyond a polite conversation and into something more intimate, even when I get clues. Idk what the first step is to make physical contact for fear of overstepping boundaries.

think about all the times women give you a cue at work and you don't act on it because it's work

oh man, working at my current office, the temptation is insane..for some reason the company only hires moderately attractive to insanely attractive for corporate, and there have been stories of scandals around here too

This is actually good imo, I'm like you, except the tall, jacked good looking part. What I've been trying to do is always go for what I want, I try not to go over my head for the thousands of things she could be thinking. You want to dance with her? go for it, if she doesn't want it she will say so or push you a little. Now, I don't go around trying to dance with everyone, I wait for the signals like some of those you said.
And why I said that fear of offending is good? Because I know you are like me and have social awareness, so you won't go around groping girls out of nowhere. I would never give this advice to some creepy dude.
You said you don't know how to take the next step after a polite conversation? There are tons of videos and content in this about how to flirt. In short: Look at her like you want her, talk slowly with a deeper voice, teasing, glance at her lips, smile...

Thanks for the advice, on the last note that's not exactly my problem. I can handle flirting fine as well (shouldn't have used polite conversation), I just can't get past the physical barrier of touching someone...it's weird.
