Maybe at the water fountain or something, but not when she is exercising. I definitely you can approach a girl at a gym though. I wouldnt compliment here on her body though. Thats shows a lack in care for her personality and who she is. I would ask about shoes. Nice nikes, where did you get them? Ive been looking to buy a comfortable pair. If not that then mention something else, idk. But big rule is not to interrupt on gym floor. At least i see that as a losing battle

I don't even interrupt my friends when they have their headphones in; doing this to random strangers just shows that the guy is either (a) socially inexperienced, or (b) really rude. A compliment on physical features can sometimes work, but it comes off very superficial (and, again, socially inexperienced).
Unless you can catch her without her headphones in, try exchanging glances and flashing a friendly smile. If she doesn't reciprocate, she's not interested.
I also read people commenting not to approach them in a parking lot.
