How old are they?
They're probably stringing you along. The best thing you can do is walk away. The reason for this is that's what they're testing you for. To see how desperate you are and wasting your time by getting attention from you without having to give anything back in return. If you just walk, you put the ball back in your court and demonstrate to them that this is a two-way street.
There's a great maxim I think from Rollo Tomassi: Girls make rules for guys they see as beta, and break rules for guys they see as alpha. So if they're making all these rules and holding you off you can rest assured they're not sold on you because if you were one of the Chainsmokers do you honestly think they'd still be keeping you at bay? Of course not because they'd be more scared of losing you. As long as you stand more to lose, the power dynamic is in their favor and so the best thing you can do is just walk away.
What will likely happen is you'll get an extinction burst. They'll give in a little or go nuclear, but both are shit tests to see if your threat to walk is actually real (they might even try to talk shit to their friends, but don't pay attention to that, that usually makes you more intriguing). Like I said the problem is they're not sold on you, so you're going to keep getting tested until they are and really, honestly, its so much less effort to just find another girl and get it right next time.
If it was one girl treating you this way I might chalk it up to circumstances, but three tells me it's something you're doing wrong. Also don't ever try to sneak in the back door. Make your intentions known from the beginning. It should be clearly evident that your interaction is eventually going to lead to sex so everyone knows the cards that are on the table. If you've tried to be coy or pretend to friend them or artificially take things slowly thinking that's what they want, then you kind of get what you deserve. The analogy I always use is if you want to buy a car you go into the dealer and say "where's your 3 series coupes?" or whatever. What you don't do is spend months in the dealership just hanging out trying to befriend the sales person hoping that after enough test drives he just gives you a vehicle. That's not how it works and what a huge waste of time and energy that would be. But that's exactly what guys who end up in your situation are doing with girls. Cut it out!
