Seems like you're focusing on trying to get them to spend time with you instead of making them WANT to spend time with you.

Based on your post, I imagine your interactions go something like this:

Approach, Escalete, #-close, text-game, invitation, flake or fail... or she comes over and there's no sexual tension/ intimacy.

You're trying to bake a cake in a cold stove.

Focus on her, find out who she is, what her interests are, and what her buttons are. Then, instead of trying to get her to come over, try to get her out the house and around you. Get her mentally and emotionally invested in you as a person, and not just a random hook-ups.

Turn on the stove before you try to bake the cake.
