People treat you how you allow yourself to be treated. You are doing the equivalent of giving someone free money and wondering if they're eventually going to stop taking it. No, they're gonna keep letting you make it rain on them.

No, you aren't. The complete opposite is happening. All he has to do is text you. Is that "working for it" in your eyes?
You don't have to cut him off right now, but you should wait for him to make a plan for you two to do something and let him take action to make it happen. If he doesn't do ALL of those things, you have your answer. Given what you've written here, I wouldn't expect a good outcome.
