So if this is happening repeatedly, and the person subject to the PI is not at a place like the person holding the PI's workplace, or something like that, your buddy should start documenting this stuff and building his case for getting the PI lifted. Your buddy should see an attorney and get advice on how to proceed.

It's pretty difficult to convince a judge that you're still scared that a person will do you harm (which is why you have a PI against them) if you keep following them around. PIs are to PROTECT someone who has supposedly legitimate reasons to be afraid, not to PUNISH someone else. Judges generally get pretty annoyed when people try to use PIs to punish someone.

If this chick is just driving around, looking for her ex's vehicle, and pulling into that store/bar/restaurant/wherever and immediately calling police to have him removed because she's got the PI against him, that just isn't going to fly. If he's a bartender, or a waiter or something, she can't go to the bar he works in and demand he leave, etc.

Caveats: This assumes that the guy with the PI against him is going to legitimate places where there is no expectation of regularly seeing the PI holder. Basically, no reasoanble person should be able to conclude that his actions were "harrassing" or "stalking" behavior. For example, the guy with the PI against him cannot be showing up at the daycare where the woman takes her kids, when he has no kids in that daycare, or at her workplace (without a LEGITIMATE reason to do so - i.e. delivering a package as something like an Amazon delivery person, etc.), or that sort of thing.

With all of that said, the guy needs to take meticulous notes and document every situation that this occurs, and use that to petition the court.

Of course, this is the way things are SUPPOSED to work, which is why I said above that your guy needs to get a lawyer and see what his options are.

Recommend he moves. Far, far away. To Alaska maybe, I heard it's nice this time of year. Winter is coming, so hopefully she won't want to follow him there.
