The increase in divorce had nothing to do with title IVD, it was in response to the introduction of no fault divorce by the states. It’s very easy to show this because the increase occurred at different times in each state, and not all at the same time. Title IVD is a response to this increase because you had more men refusing to pay child support and the states often had little incentive to pursue these men, especially if the child lived in a different state, because the state was not the one having to pay benefits.

There are definitely issues in the incentives of the program (pretty much universal for any govt program) but it’s a real stretch to say this has anything to with the divorce rate. You’d have to believe that absent incentives the states would just let so many parents ignore child support that the lower income parent would never dare to get divorced.
