A quick eye contact is normal and doesn't mean anything. A second quick eye contact could be a coincidence, but at this stage you can try your luck. There is no need to introduce yourself, it makes no sense if she is not hooked, she will forget your name in most cases + you can talk to someone for 5-10 minutes without knowing their name and if she asks for your name that is a huge IOI. however after 5 minutes it is perfect to introduce yourself and now things get spicy.
