Pretty sure this is just an easy misunderstanding due to gendered language, men as in the species rather than the gender.

Especially since this comes from an old oxford dictionary rather than google or any one person.

Men as in humans. Back in the day the word for man was something like “wir”, while “man” referred simply to humans. Eventually “wir” fell out of use and “man” took over both jobs. A consistent word for what “man” used to do had yet to be chosen when this excerpt was written, presumably
