Cold approach specifically means approaching someone you have zero prior connection with and no social context to lean on. No mutual friends, no shared class, no reason to talk. You’re creating the interaction from nothing.

you're missing one piece. Taking it from friendly to romantic. There was a post about this earlier, but essentially, you can play all kinds of games to suggest you might be romantically interested in her (which is like 99% of 'game'/flirting), or you can just flat out tell her. The result is the same so choose whichever route you like. Next time, add that one step "you're really pretty by teh way. Lets go out some time, give me your number" or whatever.
