There are two ways to deal with this in uni:

When you are a noob:
Use campus primarily to practice your social skills. Limit your attempts only to women that give you signs of interest. You cannot try and fail a lot here, because your reputation will be ruined. To really practice hitting on women - step outside the uni environment. Find other social events going on, use dating-apps, and cold approach. That ensures you get to still practice and improve your skills without ruining your reputation at Uni.

When you are skilled:
When you know what you're doing, and have already seduced many women successfully in the past - you can afford to "tap" the uni market. You better know what to do, and how to do it - without causing a scene or ruining your reputation. You have the social skills necessary.

It sounds like you're in the noob category, so you should primarily go practice your skills completely outside of uni. Find a "sandbox" environment where you can fail safely over and over again. Only once you are getting hook-ups every now and then outside of uni - can you turn your attention to the uni women.

First, take some accountability. Don't blame your circle, it's you who don't have the courage to talk to girls by being afraid of what your circle will think. (Wich makes no sense since, you will be a hero for a group like that if you start talking with women or asking them out. You won't get over fear/ insecurity if you keep saying to yourself that "you probably have balls but x stuff is keeping me from doing it".

Second, stop believing your own story about how is awkward to make new interactions or connections in your second year. Like wtf? It doesn't make sense. I met my exgf when I was in my last year of uni. That's another example of your mind creating a narrative to keeping you from putting yourself out there. Keep an eye for this mental narratives.

And for how to actually meet girls the easiest way to do it when you're in uni if you don't have experience, is just by joining uni activities, clubs, sports, art classes, study groups, or anything uni related where you spend time with other people. (Try it to be something you are genuinely interested btw).

Dude, just for this reasons uni is one of the easiest periods in your life for meeting girls (and friends). Don't waste this time. It usually becomes harder later in life to have this kind of casual interactions.

Make new friends. Having a couple confident guy friends that will approach groups with you at a bar or a social situation is a game changer.
