Don't talk, show. If you can't show right now, work on it. I gave my brother a whole lot of classical literature + rp books, most of it is unread. Although he is just 16 months younger than I am, sometimes he acts... wiser.
He is not redpilled in any way, is engaged to a 28 yo slut and fucking up his studies ( stem)
Anyway, in the first few years of puberty he will not listen to you, he will most likely ignore what you do. Do sports/ go lifting with him, get him to cook for himself and show him a healthy diet.
Maybe copy / save some of the better threads here, heartiste's stuff is also great and prepare a few recources on game for him. Prepare a package of everything you wish you knew when you were his age.
I suppose you want to give him "the talk"? if his mother does, counter it with a more... male friendly version.
Keep in mind that not everybody is ready to be unplugged, some will be ready earlier, some never will.

I can't highlight this enough.
I am 23 and I have a brother who is seven years older than me. My sister is envious of the relationship we have. My big brother can, if he so chooses, force me to learn what he wants me to understand.
My mother used to say "Tell ColdEiric to do XYZ! Tell him!" to my brother, untill we made her understand that there are things a woman can't teach a man.
Big brothers are invaluable. I will do almost whatever my brother asks me to do. And if you show for your younger brother, that you are invaluable to him, then he will listen to the bitter truths, despite the fact that it hurts for him to listen to you.

First I'll say some people will not listen or understand something until they feel the burn. I don't talk about redpill stuff to anybody.
I guess if you want to do him some good. Have a relationship with him that goes along the lines of those big brother big sister programs. Having a fire and drinking with some dudes? Bring him along.
My cousin lived with me at one point when I was like 15-16 and he is about 5years older than me. He always invited me to his high school back yard fire parties. That's how I saw my first pair of titties.

If he looks up to you then you truly have the chance to have a heart to heart conversation with him. I wouldn't even talk to him about women or RP stuff, but just about working hard, having goals, not putting himself down, self-respect and self-esteem, etc.
Example of part of the conversation I would have:
You: "I hear you putting yourself down a lot, you shouldn't do that, I don't like listening to you do that because I know you are a cool guy." - Help him build his confidence. This goes along with playing soccer, tell him he's getting better or find some hobby he likes and help him feel like he's making progress.
A really powerful thing would be if you get him to lift weights with you. Tell him you don't like going alone / want a partner, or tell him whatever it takes to get him to go. But if you guys go consistently he'll make progress and slowly increase weight and you can encourage him and show him how hard work will improve his life.
I wouldn't try to talk about women or anything like that until you have helped him build self-esteem and confidence in the first place.

I m going to have the same problem when i get back home this summer. My brother is 11 but i had always been close to him, mother spoils him to no end and he wants to be just like everyone else; they have iphones, he has got to get one, the other kids are dressing this way, he has to dress that way too. I need to change that

Lift weights with him and/or tell his parents they are raising a failure and recommend some parenting books. (RP ones only)

You are a good man and a great brother. You don't have to be the parent. Just be his older brother. I am a little harsher in my judgment. He is not necessarily "Blue Pill" he is just a pussy. The Red Pill insight is that is what our society creates of young boys today.
Personal example: My 7 y/o boy is a pussy and his teenage defensive lineman brother has been actively trying to 'toughen him up." I think this usually means being manhandled and rough-housing. Yesterday I took him biking- 7 y/o and still can't ride a bike. He took a hard tumble and was bleeding in two places. What was funny was how proud he was that he didn't cry. He couldn't wait to show his brother the cuts on his elbow and regale us with the tale of how he is becoming tougher.
I infer you are a bit overwhelmed by the responsibility that you are assuming because of your incompetent parents. Stop worrying so much. These days lots of parents are totally clueless. Just be a brother. Remind him that "men don't...." if necessary and when appropriate and most of all SHOW him how to act. He respects you. This is a gift.

The number one thing you can do to help him, is deliver timely (instant) positive reinforcement of proper male behavior. This is what video games and olympic coaches do, that parents and school doesn't.
At the brain cell level, we retain positive information like "X = Good" much better than negative information, because like, a computer, we remember negative information as positive with a modifier. "X = Not Good." It's twice a much data.
No boy is a complete pussy all the time, and although it may be hard for you to see through the fog of your contempt for his behavior that reminds you of your younger, weaker self, he will have moments of confidence, ambition, and strength. Seize on those moments and casually reinforce them.
"Dude, it's awesome how you did X there. Good job." etc.
edit: grammar

currently rehabilitating my younger brother from extensive drug addiction, so take note that it's easier to send kid off on the right direction than it is to fix a broken adult.
he's very bp in parts but it is the last thing on the list of issues for this impulse monster, even though sex does seem to make everything better for a man it is not the be all and end all and should only be used to reinforce masculine values.
If he respects you, you have to be the one to lead by example and critically leave the door open slightly (and silently) for him to lead until he learns to take it from you, although he won't see it for a long time - so it's very frustrating. show him how you made decisions and teach him how to get to the crux of any issue and importantly suggest he get a set of his own values, not to blindly accept yours or anyone else's... and only spend direct energy cutting-away the behaviours that are possible to cut away easily or you risk loosing his respect. plant idea's and start activities yourself first and then off handedly invite him along, avoid entertainment or fun activities just ones where you can chat freely. talk about/analyse your real issues so you get a rep for a inward looker. Show him that in depth analysis of every single action, emotional control and strategy is important to life.
