How do I make higher quality friends that actually like to party, drink, and enjoy life as opposed to the cynical prudes I have as friends right now? Where do I find them>

There's so much wrong with this question that I almost hesitate to answer, but I'm going to assume that it's sincere.

So you've decided to ditch your current friends because they're asshats. Good for you.

You need to have more criteria than just "likes girls and likes to party" when looking for new friends, otherwise you're going to find yourself hanging out with a bunch of alcoholics, addicts and users which is just as bad, in the long term, as a bunch of anti-sex neckbeard videogamers.

If you've swallowed the pill and aren't just lusting after your perception of an "Alpha's" life (which, based on the two examples of guys to hang out with that you've listed, might actually be closer to the truth), you know you need to find something you're passionate about.

Whatever it is, find a community that's involved (either peripherally or more fully) with that passion.

Like to surf? Go to a surfing competition. Start a conversation. (If you can't start a conversation with a stranger, go back to GO, do not collect $200, work on that shit before even thinking about starting to find friends).

Dig electro-funk-dubstep? Find a show, strike up a conversation.

Love playing guitar? Put up an ad somewhere and find some people to jam with.

In any of these groups, there's going to be people that are into partying and people that aren't. You'll have something in common already, so just pick and choose the guys that don't sit at home all the time, and start inviting THEM out to places you'd like to go.

That way, you're contributing value (Hey, I'm a guy who's up for a good time, and I've got a place to go that's cool, and I'm going to bring the party wherever we end up) and not just leeching off of people you've just met.

Well, where are you currently located? If you're still in bumfuck nowhere and these are you goals, it would behoove you to move to a city with lots of young professionals and a booming economy.

Taboos are for betas. I guarantee you that people in your town are having sex before marriage, they're humans like the rest of us. It's just in the hush, and pushing the taboo also makes betas step down.

People who like to drink can be found in bars. People who like doing drugs are found in different places depending on drug. Go to a psy-trance event.
