Resting bitch face is just the default for some girls. They also know they have RBF and as a result get approached less.

She does loosen up and smile when talking to girls but when a guy approaches her....holy shit it's painful to watch. I've seen countless of dudes try to flirt with her but she always appears extremely disinterested and slightly bitchy.
