Just ghost him slowly. Get busy with you own life. Stop initiating to hangout. If he messages you to kick-it tell him sure and wait for him to set it up. And then, tell him you are busy the next time he sets some thing up.
He acts shitty because you let him act shitty. He knows he can flake and you won't do anything about it.

he sounds like a real prize turd. if he flakes on you (repeatedly) he's not really that good of a friend
I had a pseudo friend of mine flake twice on two different days over the holiday weekend. Last time I will ever try to make plans with him again

You sound like an overly attached beta friend yourself. Get multiple friend circles and build a squad, stop investing all your time into one person.
