Huh, what are you trying to accomplish here. Always state what you want when asking for help. Unless you just want sympathy, in which case get the fuck out of here.

I would say re-schedule/delay while you figure out how to host. Your bro sounds like someone who volunteers others for stuff just to not contribute, a narcissist who plays waiting games or just just drunk or suffering from histrionic disorder.

Hosting a house party is an art. You got two options. One, become active in meetup.com (or other more specific social group), once you know a group offer to host. Two, organize the old fashioned way. You need five types of people in addition to the wall flowers:

People who know a lot of people.
People who contribute interesting stuff, like food/games or even just help clean.
People who attract other people to events.
People who also host.
People you care about.

Find these five types of people, befriend them and get them into your circle. When you tell them you are having a party, if they want to come, they'll bring people that you want with them.
