I agree with the others. The 'we need to talk' is her lobbing a poison grenade at you. All she has to do is let the poison do it's work, then she can walk up to you while you're having seizures in a fetal position and she can pretty much negotiate anything she wants from you or finish you off with a rock to the head - that's her thinking. She plans on those words inspiring fear and dread into you.

That being said, the best reaction is a non-reaction. If she wants a break, you agree to a breakup. If she's not happy, then you agree and tell her that maybe you two should see other people. If it's something else, you keep calm, take time to think (don't be afraid to take a few minutes to respond - she wants a knee-jerk reaction from you, so taking your time is in your favor) and give her a clear, concise answer that illustrates your point.

The hardest thing about not giving a fuck is if you truly didn't give a fuck you wouldn't be in a relationship, wouldn't have a girlfriend in the first place.

Don't over-think it, don't over-feel it. Don't be a douche if it is a break-up and if a break-up is something you wanted anyways, roll with it. If it's not... sorry... roll with it.
