What the hell are you talking about? Women have access to the same range of emotions we do, we're the same species remember?
The major difference is in the response to the emotions, not the actual emotions themselves. What you just used as an example isn't an emotion, it's a response. Both genders won't respond to an emotion they aren't feeling. Nobody is going to reciprocate "romantic love" from a low-value individual unless they are low-value themselves.

They lack that. At least in my experience.
Man loves woman. Woman loves children. Children loves puppies.

Whether or not it's conditioned or biological, men and women experience emotions differently and I don't think anyone would disagree. The general guideline I go by us that women feel emotion now. The Highs and lows are fleeting and because of that they are constantly looking for new emotional stimuli.
