The problem is that youre a wishy washy motherfucker who doesn't know how to take charge and lead. We tell ubguys this shit all the time. Stop asking "Are u free?" or "Wanna hangout?" or "What are u doing Thursday?" etc. You need to lay down concrete plans with hard facts. Give her the Who, the What, the Where, and the Why. Stop that wishy washy nonsense. How is she supposed to reply to some real boring shit u propose AFTER she says she's free?

You: You free Thursday?

Her: Yeah I have all day

You: Ok cool, let's go (insert boring dumb shit idea that's comparable to watching paint dry)

Her: (Obviously not trying to do said dumb shit u proposed) My dog ate my homework sorry, I have to redo it Thursday.

See the problem? Instead you should be proposong the specifics of your date right off the bat. That way she won't be in the uncomfortable position of having to dodge you when she said she would be free. Give her the specifics! What are u two going to do? Where are you going to do said thing? When are you going to do said thing at said place? Why are you going to do said thing at said place at said time? Ex: "You and me 7pm drinks at Austin's Ale House on Chad street and Alpha Blvd. It's gonna be fun". That way she can tell u right off the bat if shes down.

You sound boring.

Plan something fun that you want to do, with or without her. Invite her to join you in this activity. If she says no, invite someone else. If everyone says no, then just do your plan solo. A "plan" might be hiking around the park, then stopping at the pub for a pint and sandwich.

Don’t try to guilt trip her when she says she’ll let you know. You literally don’t know each other so she’s still weighing her options. Just tell sounds great or shit and do let her let you know. Most likely she won’t though but you pave the way for yourself to ask her out again another (last) time. My personal experience suggests that nothing will come out of it but it doesn’t hurt to give it another shot.

Next time you come up with a definite plan like x activity on y day at z time.

She isn’t necessarily trying to get a free dinner off of you but at least do your part properly so you can know.
