Some women are just extremely worried about been pumped and dumped. It might be a slower process to get her to have sex but who cares? Some plates spin fast some spin slow. Just keep your options open. The fact you've made this post worrying about a single plate conveys scarcity mindset.

It's a comfort test. Go on a casual date that you enjoy yourself (e.g. bowling). Afterwards hit her up to cook dinner for you at your place. If resistance continues I would ghost a few days and see if she invests by asking you.

I had a girl like that two years. She was from a small town, lived with her parents, was religious and only had two boyfriends that were long term.

It took three dates just to get a bj. Forth date we went all the way and that ended up being too much effort.
