Islam's strategy:

A religious philosophy based on fatalism, absolving people of responsibility.

Allow polygamy, up to 4 wives.

Tell sexually unsuccessful men that they will be rewarded with women (sex slaves) in this life and women in the Afterlife if they fight and die on Jihad.

This keeps the sexually unsuccessful busy fighting. If they win, they get a sex slave. If not, they go to Heaven.

I think they've done alright, but the system is heavily dependent on constant warfare. Without it, Islamic societies decay.
