That s the thing when u wnat one specific girl but didn't "test yourself" with a bunch of others:

1- you care about screwing things over

2- you probably will cause it's like trying to kick a ball to a goal without having kicked any to anywhere.

Do it, lightly, and If u creep her out, well at least your intentions were good. Say where u live so she don't think u r a stranger from far away who r looking for girls on the street.

Don't be waiting for this girl to walk her dog to go talk to her. Extremely creepy off the bat and it gives off vibes that you do nothing but wait for her (which isn't wrong and definitely something to be creeped out about)
Just talk to her bro. You can say anything you want, and if she doesn't like it then dont develop feelings for her and try living a life without thinking about her. At that point you need to let her validate herself to you, not the other way around

Give the dog some attention first provided it’s friendly and wouldn’t mind a little ear scratch or head rub/pat. Then talk to her. Ask about the dog or simply a ‘Hey I’ve seen you around from time to time but I don’t think we’ve actually met!’ If you don’t engage she certainly won’t. Just don’t be super creepy about it and watch from your window until she comes by, take note of what times she typically passes by and be doing yard work, car work, checking the mail, taking the trash out, etc. Maybe before you actually start trying to talk to her give a friendly social distancing wave and smile and see how she reacts.
