He's specifically targeting 4chan, probably /pol/ in particular, which you can tell from the terminology he uses. I don't think it's a good tactic and normally I'd think it was below the belt, but if you participate on that board you really can't get your panties in a twist whenever someone says something untoward given what people dish out there.

On a serious note, though this is dressed up as mainstream contempt for online culture, that all is actually just a thin justification for the real reasons the author hates Trump. Trump's true political base is Tea Party types... ie, the populist right. Ie, white people who who aren't that rich but still vote Republican out of sheer hate/fear of Mexicans/blacks/liberals.

Trump threatens to take the relatively poor, disenfranchised whites who the elites have always used as fodder, and give them a controlling stake in the party. The Establishment absolutely cannot have that, and will fight tooth and nail to prevent it. Thusfar, they were just praying Trump would implode on his own but that's not happening, so now it's time to get vicious.

But of course, it wouldn't do to openly admit your contempt for your own plebeian footsoldiers, so the author has to dress it up as something else. So he desperately looks about for a politically acceptable target to project his rage onto. Hence, he latches onto 4chan as a demographic that A) likes Trump, and B) is widely scorned, and attempts to talk up their significance.

It's a bit of a failed gambit though, because what average GOP voter even knows what "anime" is, let alone 4chan and the internet fringe types this article is referencing? I mean, among the sliver of the human population dorky enough to know what anime even is, how many of them are simultaneously stuffy and conservative enough to actively dislike it? Thus, the jab is ultimately self defeating.
